CPC vs. Canadian Constitution

As everyone knows, tax cuts do not come without a price, and the Conservative government under Stephen Harper has just announced a round of cuts to government services. Among those cuts is the complete elimination of a program that gave financial assistance to those making Constitutional challenges of laws.

What timing after hearing that the CPC is also tabling a "three strikes law", which has been speculated to be unconstitutional. Could this be just the beginning of a whole new set of laws designed to take away rights that we enjoy as Canadians?
